The Tied Component of the Italian-funded PPAF program, as per the Agreement between the Government of the Italian Republic (GoIR) and the Government of the Islamic Republic of Pakistan (GoP), should be not less than 5% of the total funds, to be allocated towards the purchasing of goods and services of Italian origin.

With support from the Local Technical Unit (UTL) of the Italian Development Cooperation in Pakistan and the World Bank, PPAF has defined four main categories of services in the tied component, like 1. Technical exposure visits to field, 2. Technical exposure visits to company facility (study tour), 3. Communities Trainings in Italy and Pakistan and4. Consultancies in Pakistan .

The general objective of the Program, described in Annex I is to reduce poverty in the Balochistan and Khyber-Pukhtoonkhwa (KP) provinces and in FATA, by fostering sustainable social and economic development conditions through the improvement of incomes, production capacity and access to services. The specific objective is to establish an effective and sustainable socio-productive infrastructure system and safety net mechanism.

Social and productive infrastructures created and functional, 5. Availability of social services and in particular in the sector of health and education increased, 6. Capacity of interaction with central government institutions and with other development organizations and markets, improved.
